Obscure Halloween children's cartoon from the 80's. Don't let me down!?

I’m not sure that anyone will know this. I don’t know why I’ve been thinking of this lately, but there is a cartoon from my childhood I used to love that I want to find. It’s animated in this spindly, overly-detailed style, but I can’t recall the name. Circa 1985-6?
The plot, as I remember, is that there is a witch who stumbles across three children, dressed for Halloween as a monster, a ghost, and something else. She decides to grant them their Halloween wish and turn them into their costumes for real. Havoc ensued. I think it ends with the witch being confronted by the parents of all the children in town, She convinces them that she did what she did, not out of malice, but a love of Halloween. She encourages all the adults to remember their love of this season, and they eventually do. Then she grants them their Halloween wish, and turns all the adults into their favorite Halloween characters, including a Wolfman, Frankenstein, and more ghosts. Then they all party.
I know there is an obscure pop-culture vulture out there somewhere that can help me out here! And you will be crowned King/Queen of the Obscure 80’s Movies.
